Proposal for the Eradication of Illegal Mining (Galamsey) in Ghana
Date: October 6, 2024
Executive Summary
As a concerned citizen and leading member of the New Patriotic Party (NPP), I propose a comprehensive 10-point strategic plan to eradicate the cancer of illegal mining (Galamsey) in Ghana. This plan aims to address the environmental, social, and economic consequences of Galamsey, ensuring a sustainable future for our nation.
Background
Galamsey has ravaged Ghana’s environment, threatened human health, and undermined economic development. Successive governments have attempted to address the issue, but their efforts have been ineffective.
The NPP’s Commitment
The New Patriotic Party is committed to tackling Galamsey and promoting responsible mining practices. This proposal aligns with our party’s vision for a prosperous and sustainable Ghana.
10-Point Strategic Plan
Strengthen Regulatory Frameworks
Amend Minerals and Mining Act (Act 703) to increase penalties, introduce stricter licensing requirements, and enhance environmental and social impact assessments.
Establish a Centralized Monitoring System
Implement a digital monitoring system to track mining activities, environmental impacts, and revenue collection.
Enhance Community Engagement
Educate local communities about environmental and health risks, alternative livelihood programs, and community-led monitoring initiatives.
Intensify Law Enforcement
Increase police presence, prosecute offenders, confiscate equipment, and close illegal mining sites.
Rehabilitate Degraded Lands
Implement a national reclamation program to restore mined lands, promote reforestation, and support biodiversity conservation.
Support Artisanal Miners
Provide training and resources for safe mining practices, mercury-free extraction methods, and access to formal markets.
Encourage Responsible Investment
Promote transparent licensing processes, environmental and social impact assessments, and tax incentives for sustainable practices.
Foster International Cooperation
Collaborate with international partners to share best practices, access technology and expertise, and combat cross-border illegal mining.
Develop Alternative Livelihoods
Create jobs and economic opportunities in agriculture, manufacturing, tourism, and renewable energy.
Establish a National Galamsey Eradication Fund
Secure funding from government allocations, private sector donations, and international partnerships.
Implementation Roadmap
Phase 1 (0-12 months): Establish centralized monitoring, enhance community engagement, and intensify law enforcement.
Phase 2 (1-3 years): Strengthen regulatory frameworks, rehabilitate degraded lands, and support artisanal miners.
Phase 3 (3-5 years): Encourage responsible investment, foster international cooperation, and develop alternative livelihoods.
Conclusion
This comprehensive proposal offers a roadmap for eradicating Galamsey in Ghana. I urge the government and stakeholders to adopt this plan, ensuring a sustainable future for our nation.
